Description	Send an SMS message with specified coding to a recipient displaying a sender's number
Parameter 1	The message to be sent (160 chars maximum)
Parameter 2	The phone number of the message's recipient
Parameter 3	The name or number that will serve as the displayed sender
Parameter 4	The coding of the message, e.g. GSM or UTF-8
